Covid-19 and lockdown measures in Ho Chi Minh City in particular and the southern provinces in general upset lives and stalled operations at seaports and risked supply chain disruptions. For the seaports in the system to maintain smooth production and keep the supply chain of import and export goods unbroken, Saigon Newport Corporation (SNP) has agreed to implement 4 groups of solutions, which accelerates the release of imported containers from Cat Lai Port.
SNP said it will deploy a plan to transport imported goods left in stock for more than 15 days at Cat Lai Port to other seaports in Ho Chi Minh City and inland ports (ICDs) of the system such as Long Binh, Nhon Trach, Song Than and Hiep Phuoc New Port (TCHP). At the same time, SNP will agree on the process with customers, shipping lines, and customs authorities before the shipment. All transportation costs and lifting costs at both ends (departure and destination) are borne by this business.
Containers with a backlog of more than 90 days will be transferred to Hiep Phuoc New Port for storage. This enterprise will also accelerate the liquidation of backlogged goods and re-export for shipments that are not eligible for import out of the territory of Vietnam.
SNP encourages customers to receive goods at Hiep Phuoc port by providing free shipping, storage, and 24-hour operating costs for refrigerated containers; assist in carrying out procedures to repair the destination port after the customer has fully completed the procedures on paper documents and the national one-stop portal system.
Saigon Newport Corporation is also reducing the number of imported goods brought to Cat Lai Port. Enterprises are required to temporarily suspend the shipment of goods from Cai Mep and TCHP ports to Cat Lai destination port to deliver to customers, except for shipments committed by customers to receive goods within 2 days and received by the Center The port dispatcher confirms its capacity to perform.
After 5 days of urgent deployment, the inventory at Cat Lai is more than 106,000 TEUs, accounting for about 85% of the capacity of the yard. Imported goods also decreased by about 33% compared to the previous week because they were transferred to other ports.
During this time, the SNP proposed that Ho Chi Minh City allow the number of workers needed in the port production line (if they do not stay in the blocked residential area) to be allowed to flow to the working port (even after 6 pm).
At the same time, SNP also proposes to allow people who carry out import and export procedures, freight forwarders, customs officers, quarantine, and specialized inspectors to travel after 6 p.m daily to handle delivery procedures, receiving cargo. SNP also proposed the city continue to prioritize Covid-19 vaccination for all workforce working at seaports.
