Directive 17: Which shippers are allowed to operate in Hanoi?

During the social distancing time, the Hanoi Department of Transport permits freight transport workers from postal offices, supermarkets, and e-commerce exchanges to operate, but they must closely adhere to anti-epidemic standards.

On July 25, Vu Van Vien, Director of the Hanoi Department of Transport, said that the Department had licensed 2,200 vital commodities transport vehicles to operate along the capital’s “Greenline.” Register online; no more than 4 minutes will be allowed.

Regarding employees transporting goods by two-wheeled motorbikes (shippers), Mr. Vu Van Vien said: “Shipper” includes two subjects: One is employees of postal agencies, supermarkets, and e-commerce exchanges, the city allows operation but must ensure the conditions of epidemic prevention and strict management. Secondly, free shippers, mainly serving food and drinks, are banned by the city.

Ms. Tran Thi Phuong Lan, acting director of the Department of Industry and Trade, also stated that the city has directed the Industry and Trade sector and the Department of Transport to cooperate and agree on who is permitted to travel in the region. Specifically, they are the shipper employees of the supermarket system, the logistics system of the e-commerce exchanges to participate in transportation in the area.

This means that shippers and driver-partners of ride-hailing apps like Grab, Be, Gojek, MyGo, and FastGo would still be unable to operate in Hanoi following Directive 17.

The reason why the above-mentioned things are permitted to operate

Leaders of the Hanoi Department of Transport stated that there are management and accountable agencies for the delivery crew of postal firms and the forwarding force of supermarkets, so they are not banned and can continue to function. However, these units will be required to transmit a list of delivery personnel and those in charge of epidemic prevention to the Department of Transportation.

Previously, Grab Co., Ltd., the operator of the Grab app, issued a paper to the Hanoi Department of Transport to comment on the official letter asking for a halt to all motorbike transportation business activities (technology motorbike taxi).

In a document sent to the Hanoi Department of Transport, Grab said that the implementation of delivery services, going to the market will help circulate goods, reduce shopping concentration in Hanoi.

Grab also stated that a new dispatch from the Hanoi Department of Transport demands five applications: Grab, Gojek, Be, MyGo, and FastGo to stop moving products, even though many other units in Hanoi city provide the same service.

“We believe that this is an unfair and inconsistent regulation with the State’s present policy in building and maintaining a healthy, fair, and equal competition environment, as well as the potential for unwarranted misinterpretation of the City’s policy,” Grab stated in an official dispatch.
