Specifically, the Xuan Cau industrial zone and non-tariff zone in the area of Hai Phong international gateway port with an area of 752 ha has been approved by the Prime Minister for investment and is expected to be allocated land in 2021. South Trang Cat Industrial Park in Trang Cat Ward with an area of more than 200 hectares and Thuy Nguyen Industrial Park with an area of 319 hectares are reporting to the Ministry of Planning and Investment for appraisal and submission to the Prime Minister for a decision on investment policies.
Other industrial park development projects that have been approved by the City Party Committee’s Standing Committee and are moving forward intending to allocate land to investors in 2022 include Cau Cuu Industrial Park (105 ha), Tien Thanh Industrial Park (450 ha), Giang Bien 2 Industrial Park (350 ha), An Hoa Industrial Park (200 ha), and An Hung-Dai Ban Industrial Park (450 ha), etc.
Furthermore, numerous projects are in the planning stages, including Sao Mai Industrial Park (407 ha), Vinh Quang Shipbuilding Industrial Park (600 ha), Vinh Quang Industrial Park (350 ha), and Ngu Phuc Industrial Park (910 ha), etc. According to the Hai Phong Economic Zone Management Board, some projects, such as Cai Trap Island Industrial Park (250 ha); Nam Cau Kien Industrial Park phase 2 (194 ha), are scheduled to be completed between 2023 and 2025.
In early 2021, the Prime Minister approved the adjustment of administrative boundaries of Dinh Vu – Cat Hai Economic Zone in association with the expansion of Trang Due Industrial Park in phase 3. Accordingly, 687 hectares of 4 communes: An Tien, Truong Thanh, Truong Tho, Bat Trang (An Lao district) are planned to build industrial zones. Right after that, the Economic Zone Management Board, Saigon – Hai Phong Industrial Park Joint Stock Company, and An Lao district worked closely together with the city’s branches to take steps to build the industrial zone. Hai Phong city has high expectations for this industrial park because it promises to bring great benefits, significantly contribute to economic growth, and realize the city’s social goals.
Up to now, Hai Phong has 12 industrial zones in operation, including 8 industrial parks in Dinh Vu – Cat Hai Economic Zone and 4 industrial zones outside Dinh Vu – Cat Hai Economic Zone, attracting 570 domestic and foreign projects (403 projects). FDI projects with a total investment capital of 17.1 billion USD and 167 domestic investment projects with a total investment capital of 145,885 billion VND (equivalent to 6.2 billion USD). By 2020, industrial zones and economic zones will account for over 80% of industrial production value and more than 70% of Hai Phong’s export turnover, helping to increase budget income, improve competitiveness, and international integration capability the city’s economic situation. The economic structure of the districts has changed dramatically as a result of the growth of industrial zones, drawing many local workers with increasingly steady and increasing wages, successfully contributing to the improvement of people’s living standards. remote communities, resulting in a total change in rural areas and achieving the goal of “separating from agriculture without leaving home.”
Determining economic pillars in the coming period
In the five years 2020-2025, the three economic pillars of Hai Phong are identified as a high-tech industry, seaports – logistics, tourism – commerce according to the process of industrialization and modernization of the city as approved by Resolution 45 of the Ministry of Finance Politics proposed. The sector will be reorganized to focus on critical industries such as car production, machine manufacturing, electronics informatics, and high-tech industrial products, etc.
Hai Phong strives to achieve the goal of building and developing 15 industrial zones in the term 2021-2025; achieving the set industrial growth targets, effectively contributing to the average growth of GRDP at least 14.5%/year, of which industry – construction increased by 19.2%/year; bringing the proportion of GRDP of Hai Phong in 2025 to 6.4% of national GDP, 23.7% of GDP of the Northern key economic region; The average GRDP in 2025 will reach 11,800 USD/person; worthy of the position and role of Hai Phong’s development driving force for the whole region and the whole country.
