The goal of this project is to build up a state-of-the-art container terminal cluster as per the previously approved plan to meet the increasing demand of cargo import and export from the Northern area to high-value market such as Europe and America. It is also expected that the construction of these terminals will boost the development of Dinh Vu – Cat Hai economic zone (including seaport system, logistics centers and industrial areas), thus greatly contributing to the socio-economic development of Hai Phong city in particular and the North in general.
Specifically, the project will be carried out in Lach Huyen port, Cat Hai island, Hai Phong City. It is expected to be operated for 70 years.
With regard to the scale, the two new terminals will have a total length of 750m (each being 375m long), able to handle container vessels of up to 100,000 DWT (or 8,000 TEUs); a barge terminal to handle feeder vessels and barges of up to 48 TEUs; port infrastructure, warehouses, vessel anchoring water area, and others. The project will possibly cover an area of 47ha.
As stated above, the total investment capital is registered at VND 6,425.2 billion, including: VND 6,072.976 billion for Phase 1 (2020 – 2025), and VND 352.236 billion for Phase 2 (from 2030). The owners’ equity accounts for 15% of the total capital, while loans and other legally mobilized capitals make up for 85%.
The Phase 1 will last for 4 years since the investment policy is approved, while the Phase 2 is expected to be completed in only 1 year.
Hai Phong People’s Committee is assigned to inspect and supervise the process of implementing the project by HATECO JSC as per the Investment law, Construction law, Land law and other relevant legal documents, along with the directions from the Government and opinions of relevant ministries and line ministries.
Simultaneously, the People’s Committee needs to direct relevant departments and provide guidelines for HATECO JSC to prepare and complete necessary procedures to apply for tax preferentials and other policies; coordinate with each other to handle issues and difficulties incurred during the implementation period of the project.
